Olympic Games Candidature 2012

The Council of Madrid, decided to present its Candidature to be elected the Host City for the 2012 Summer Olympic Games.
Consequently, the report covers the current situation of Madrid in the context of the assessment criteria set out by the International Olympic Committee in its election process of the Host City for the Summer Olympic Games. Similarly, and complementing the above, to visit and assess the main existing sport facilities (included both in the P.G.O.U.M. and in the Proposal of the Consortium for the Development of Olympic Structures) at the city of Madrid to determine its eventual Olympic Use.
This report provides the Empresa Municipal del Suelo and the Council of Madrid, the necessary initial point to develop the Olympic Proposal as the Candidate City to be presented to the International Olympic Committee, in accordance with the schedule and the election process currently in force.
To prepare a comparative survey and analysis of the situation of Madrid and the appropriateness of the P.G.O.U.M. in connection with:
· The previous Host and Candidate Cities for the Olympic Games (this includes Barcelona 1992, Sydney 2000, Athens 2004, Proposals of Sevilla for 2004 and 2008, and selected information of 2008 Candidate Cities).
· The Assessment Criteria of the Process followed by the International Olympic Committee to elect the Host City for the Olympic Games.
· The Requirements of the International Federations to celebrate Olympic competitions.
· To visit and evaluate the different venues susceptible of being used during the Olympic Games (included both in the P.G.O.U.M. and in the Proposal of the Consortium for the Development of Olympic Infrastructures) to determine their current situation, their characteristics and deficiencies with respect to the requirements of the International Olympic Committee and the International Sport Federations.
· On the basis of the results obtained from the analysis of the previous point, to establish the reference specifications to prepare the Candidature, defining the requirements and objective facilities for the celebration of the Olympic Games, bearing in mind the deficiencies detected in connection with the requirements of the International Olympic Committee and the International Sport Federations.
Taking as a reference the experience of the already held Olympic Games a preliminary estimate is prepared about:
· The Costs of the Operations directly related to the Games. (Costs related to the Organizing Committee of the Olympic Games– OCOG Costs)
· The Costs of Permanent Sport Venues necessary for the Candidature Proposal, depending on the data and information included in the previous points.
· The Revenues expected during the celebration of the Games in the context of Marketing, Ticketing, Broadcast Rights, Sponsors, etc, as well as an estimate of the large financial flows associated to the Olympic Games
· In addition to the above objectives, recommendations and strategies have been identified for key areas relative to this stage of the bid process that should be considered when preparing the Olympic Concept for Madrid 2012.
